The Department of Labor and Employment on Tuesday, October 25, recognized 19 Public Employment Service Offices (PESOs) for going above and beyond their mandate of delivering job facilitation services amid the COVID-19 pandemic.
The best-performing employment service offices were bestowed with the Secretary`s Bayanihan Service Award (SBSA) during the 2022 National PESO Congress held at the SMX Convention, Mabalacat City, Pampanga.
The PESO nominees were evaluated based on their innovative, resilient and humanitarian activities implemented from January to December 2021. Specifically, the PESOs were assessed based on their new project/programs or upgrading of existing programs/projects that are directly intended to cater to individuals who lost their jobs due to the COVID-19 pandemic.
The PESOs were likewise recognized for their effort in maintaining core services, particularly on referral and placement and vacancy solicitation, and their humanitarian activities that benefit their constituents apar from providing employment facilitation services.
The winners of the SBSA were chose from among the nominees coming from all DOLE Regional Offices under ten categories. A total of 71 entries were submitted to the DOLE evaluation committee of which 59 entries qualified.

The Department also conferred the Choice of the Press Award to audio-video presentation submitted by the PESOs conveying their innovative, resilient and humanitarian initiatives.
Three presentations stood out among 56 entries which were screened by panel of judges composed of media partners from The Manila Times, Business Mirror, Philippine News Agency, and the DOLE-Information and Publication Service.
The winners are Sanchez Mira Municipal PESO, Cagayan (Region II) for first place, Marinduque Provincial PESO (MIMAROPA) for the second place, and Tacurong City PESO (Region XII) for the third place.
This year`s PESO Congress is observed with the theme, “PESO Kaagapay ng Sambayanang Pilipino sa Makabagong Mundo ng Trabaho”.

Zamboanga City — The Public Employment Service Office (PESO) of Biñan City, Laguna was conferred National Best PESO for the Component City, respectively.
The conferment ceremony is part the 23rd National PESO Congress happening at KCC Convention Center, Zamboanga City on 16 October 2024.
The nominees are gauged on the referral and placement of qualified jobseekers; provision of regular labor market reports, analysis and utilization of PESO’s information system; delivery of career development support; implementation of DOLE programs; national and international recognitions received; and leadership and membership with active involvement to organizations related to employment.
DOLE CALABARZON Regional Director Atty. Roy L. Buenafe extended his warm congratulations to the winners. “The feat of our employment service partners is an evidence of the CALABARZON Region’s commitment to provide quality employment facilitation thereby allowing the labor force to contribute to national development,” Atty. Buenafe said.
This is the first national award received by PESO Biñan City headed by its PESO Manager and City Government Department Head Mr. Romualdo A. Garcia.
With this success, DOLE Secretary Bienvenido E. Laguesma recognized the CALABARZON Region for facilitating the success of its PESOs and JPO in the National Search for Best PESO Award.
“This is a testament to the strong partnership between the DOLE, PESO, and the JPOs that will translate to the progress of the Philippine labor market, founded upon quality employment facilitation service,” Secretary Laguesma cited in his commendation.
The Search for Best PESO is an annual recognition to all PESOs and JPOs nationwide with exemplary performance in the delivery of their mandates. Aside from the two national winners, other CALABARZON nominees include PESO Province of Laguna (1st Class Province Category), PESO Taytay, Rizal (1st Class Municipality Category), PESO Pila, Laguna (2nd-3rd Class Municipality Category), and PESO Balete, Batangas (5th-6th Class Municipality Category).
